Hotpoint WF321 pumping all the time?

HELP!!!! - I have a hotpoint WF321 washer, and it is stuck on the pump cycle all the time - it will do a spin OK, the pump etc is now clean (and working fine - i ran a test lead directly to the pump after disconnecting it from the PCB), as soon as you put it into a wash cycle and takes in water it pumps it straight out before it gets into the tub, the outlet drain hose is at the correct level, so it's not syphoning, door lock works OK, there are no fault code error lights shown on the panel, heating element reads fine (29.6 ohms), and seems to work fine on all other settings - I have a feeling that it may be a PCB fault, but I don't know how to test it (other than sending it away for test / repair).
As soon as you power the washer up it goes straight into drain, even when you power the on / off switch off (but still plugged in to the mains) it continues to pump!!
This is the front filter - sealed tub type washer (bearings are fine though).
Any help would be appreciated, as it has me scratching my head!!!
Thanks, Dave.
