Diplomat dishwasher will not clean the top shelf of dishes?

I have a diplomat dishwasher in a flat that I rent. The dishwasher cleans the bottom shelf of dishes, but not the top. Why is that?

Rinse Aid - use good quality rinse aid

Clean the filters and check the rotating arms for paper debris - use dishwasher salt - but above all use rinse aid.
