It sounds like you need to oil the hinges and also clear out any debris that may have accumulated and be blocking them.

I have had the same problem and managed to fix with a pair of pliers. One of the metal keeps was bent at the top of the window,after straightning it closes fine.I also sprayed the hinges with WD40.
