There are a couple of things you could try:
1) If your boiler is at ground level and you can easily get to the outdoors pipe work, warm up some water in a kettle and slowly pour it over the outdoor pipes tapping them gently as you go. this should shift any ice that has formed in the pipes. After this, power your boiler off and then on again and see if it is now working.
2) If you can't get to the outdoor pipes, turn the boiler power off, run a hot tap, with the hot tap still running, switch the boiler back on. Hopefully, the hot tap will actually start to run hot. Leave the tap running hot for 5 minutes and then switch it off, now try your radiators.
The above are based on the assumption that you have ice bloking outside drain pipes. If this system still won't fire up, I'm afraid you are going to have to get plumber in to have a look.
