How can I fix my Sharp UX300 Fax Machine?

What can I do to fix my Sharp UX300 Fax Machine. There is a dial tone, but I cannot dial out, and it does not receive incoming calls or faxes. The message in the window is "Recalling 03"...which may or may not have anything to do with the problem.
