how can i fix my vokera 20-80 RS flowmatic boiler. ?

when i need hot water i need to switch on the central heating system, i cant leave it on constant because when i do the heating is on full blast, but i cant get just hot water if the central heatings not switched on

Diaframe in watersection is been punchured so need to replace diaframe only this activate boiler electrical circuit when tap is open.
