really difficult to help without boiler model.
how is the cold water pressure? if it is also poor then may be best to contact water board.
if cold is ok then maybe the isolation valve under the boiler needs to be opened further.
it could also be a blockage, some glowworms have filter at the water inlet, particularly if you live in a hard water area.
