here we go again.

yes, there are a few ways of interpreting the regs.

here's a view on competency though...

if you disturb the combustion chamber on a boiler you MUST check flueing, ventilation, burner pressure or gas rate, operation of safety devices, condition of seals / gaskets, tighness of any disturbed joints and preferably take a combuston analysis.

so anyone who has the tools and the knowledge to carry these checks out i would say is competent, otherwise they're not, and are therfore going against the regs.

No it isn't illegal - you break the law if you accept payment without being registered and properly certificated.

Otherwise the only requirement for DIY is to be competent- competency is not defined in the regulations.

The regulations state...

(6) Nothing in these Regulations shall apply in relation to -
(c) work in relation to a control device on a gas appliance if -

(i) the device is intended primarily for use by a consumer of gas; and

(ii) the work does not involve breaking into a gasway.

So my interpretation is that it is not illegal - as to being wise - that's another matter

is it difficult to do?

not if your RGI
for the general public its illigal to touch anything gas related or in the combustion chamber.
