I have a dripping outside tap and want to replace the washer. The problem I have is that the main water tap (inside the house) that shuts off the main water supply won't turn at all. How do I loosen it to be able to shut off the water?
it is a standard T shaped tap.
stiff mixer tap hard to turn and open water (bad noise)

loosen the gland nut of the stopcock it is a hexagonal nut at the base of the spindle and spray a little wd40 in it, it should turn then with a little force then repack the gland with some ptfe tape
