vaillant 824 water temp goes up then down?

hi all i have a turbomx 824 boiler the water temp has been fluctuating up and down so after alot of reading i decided to change the diverter valve i also gave the heat exchanger a good clean out but i still have the same symptoms! any ideas

plate heat exchangers r realy difficault 2 clean sounds like yours is still blocked
