is there a way you can simply purchase splicing tape (but where?) and carefuly attach the two broken pieces together?

Couldnt you just splice the 2 pieces together with some splicing tape? Why not?

Dont do it! You cannot mend a tape with enough accuracy, to guarantee that upon playing the tape you will not damage the very small and delicate video heads.
