setting the right time/ getting it started again?

i am a complete novice. i have a westminster 3 key chiming clock, which has stopped ticking and is now at the wrong time, it is fully wound ...how do i get it ticking again and change the time??

this clock comes in 2 versions
version 1
i am assuming your model has a pendulum gently lift one side of the clock case up no more than a 3/4" lower the clock back down now listen for the tic tock action (the action of lifting the clock up moves the pendulum as you can't get your hand in the back of the clock when its sitting close to wall on a shelf)
to set the time, open glass gently turn hour finger allowing the clock to strike cont till correct time.

2nd version floating balance wheel this one should start just by putting gently pressure on the hr hand clockwise
