i did both of those steps and it didnt get rid of it and ive practically done everything i can , even deleted the individual parts of adblaster and it still comes back HELP!!!

To start ... download, install and run Lavasoft Ad-Aware.
IE is susceptible to being hi-jacked. Consider switching your web browser. Firefox is currently a much safer browser to use.
