Samsung HP R4252 Buffer?

I have one thick white line, followed by a black line and another white line that is double in width. In the center of my screen.

The rest of the TV works fine. And occasionally I have a bunch of thin red lines going throw the thick black and white lines.

The black and white lines are always there when the TV is on. Removing the Y-Upper and Y-Lower removes the line, So I don't think this is an issue with the Screen.

I spoke to 2 TV repair men over the phone about this issue. The LCD repair said it was a Buffer problem while the Plasma technician said it was a screen problem and hanged up.

I don't the issue is with the Screen so can anyone tell me if the buffer board really is the problem?

I can provide pictures of the inside of the TV and of the damaged screen.
