Cecil, you must first remove the valve handle, then loosen the valve bonnet, this should then make it possible to remove the stem. The washer is located at the bottom of the stem. It would be a good thing to check the inside of the valve bonnet for a worn O ring or packing inside. This can also be replaced with a teflon inpregnated cord made for this. Just make a couple of turns with the cord around the valve stem. Don't forget to remove the old packing first. Good Luck
