i can't pressurise my boiler?

i have followed the instructions on how to pressurise my vokera linea boiler but when i open the inlet valve nothing happens? i am still getting hot water but no heating? in manual it states pressure needs to to be 1-1.5 bar mine is only at 0.5 bar, any ideas?

On our boiler there are two taps that need to be opened at the same time - so look for that second tap
