I have the same problem, and have noticed that the spindle end of the component that includes the lens transport is lower than the other end. This seems to cause the disc to catch and never get up to operational speed.
It's not obvious what holds the transport plate up. There are three screws through rubber bushes that seem to be meant to do it, but the one at the spindle end turns freely, as if the little plastic piece it screws into is stripped. Having nothing to lose, I super-glued it in place, inverted the unit, and it burst into life. If Darryl dropped his machine, that could have stripped the thread (in our case, I think it was pushing a tight-fitting DVD into place). When - not if - the superglue fails, I'll try epoxy resin.
