Can I tighten screws in my door hinge?

I have a UPVC front door. The hinges have screws as the pin which are working loose. I have tried to tighten them but I'm frightened to put too much pressure on them. They don't seem to budge.)

Do you think I should be able to tighten these screws safely, even if I have to use quite a bit of force?

yes you can use force on the screws they are only a grub screww they can take a substantial amount of force
