why is my water only luke warm?

I have a double element 30 gallon hot water heater with double elements.. My hot water is only luke warm coming out of the faucets now. Would that be bad elements or bad thermostat? And how do I test to see which is bad? thanks

check that the both switches are on,one element is off peak,(heats up during the night,)the other is a boost heater,(you put it on when you want,)
make sure that the timer unit if its a quartz 7 is turned on to time,you would not believe how many times we are called out because the timer is off,or the switches in cupboard are turned off,if they ok,then it could be the thermostat,or elements,
you will need a test meter to check these,the element should read around 19.5 ohms or so,if you get any reading through the thermostat its ok,be sure to remove one side of the connections on heater and thermostat,or you will get wrong readings
