my mantel clock, westminster chime will not start?

the clock seems in very clean condition, all three key holes turn well & the springs FEEL intact. the chimes work on the hour, quarter, half & quarter to. the pendulum is in tact but it will not get going!!! any advice

It needs to be cleaned and oiled. The old oil dries and becomes sticky, like tar. A degreaser dunk might do the trick, for a while ,but it will eventually have to be professionaly dismantled and cleaned. The more you run it without proper cleaning, the more damage can occur.
