the light on switch for immersion heater comes on its economy 7 but the water is not heating while on cant even hear it working ,is it the element inside not working or is there a reset button i keep reading about needs setting ,if there is what do i do.

no reset button,its either the thermostat,or the element,you need to test both with a test meter,
you should get around 19-20 ohms through the heater,you need to remove a wire from the thermostat that feeds the element,before you test or you will get wrong readings,turn power off first.
