windows xp won't turn off my computer?

windows xp won't turn off my computer --also all internet windows don't fit my 15 inch monitor i get the blue slide bar at the bottom-how do i make it fit ????

Monitor:

Go to: START / SETTINGS/ CONTROL PANEL / DISPLAY.
Cick on the SETTINGS tab. Your monitor model details should be displayed here. Change your "Colour Quality" to 24 bit and change your "Screen Resolution" to 1024 by 768 - or, 1152 by 864 (if it will allow this), then click on OK. This will set your monitor up to the desired screen resolution if your monitor model is recognised by XP.

Power problem:

This is most likely to be caused by incorrect BIOS settings. You need to access the motherboards setup and change a couple of parameters concerning how your PC powers-down. Not knowing your precise motherboard chipset, I can't give specific steps to take to access the power management settings. This has to be set correctly, otherwise XP will not shut down and power-off.

What happens when you try to turn off your computer? Does it restart (behave like a reboot would) or does it not do anything at all?
