bosch zwb7-32 rd532 condensing boiler?

the pressure guage on the boiler keeps going to 3 & water keeps dripping out of the relief valve.I have drained the system to take it down to 1 bar, but when the heating comes back on it goes back up to 3 bar. Does anyone out there know how to fix this problem. Thanks Kev

Further thoughts. Is expansion vessel seal blown so no space behind diaphragm for expansion, or simplest possibility, is the fill permanently connected to mains, and the shut off valve is letting by. My daughter has this boiler, and with fill pipe disconnected from the valve, the valve lets by so needs a cap.
