the dishes mostly at the top of themachine seem to have detergant on them. does seem to rinse properly

Check your loading, the spray units need to rotate. Usually for the top, the spray bar is on the underside of the top rack, Are you jamming it by bad loading on the bottom rack, similar, for bottom rack, below the lower rack, anything sticking through.
