How can I do a quick fix on a free standing broken clothes rail? ?

How can I do a quick fix on a free standing broken clothes rail. One end of the steel rod keeps sinking wheres the other end is fixed firmly. I have put masking tape around the loose end and tried sticking tissue paper in to give a firm grip but the minute I put cloths on the rail it sinks on the same side.

I wondered, what you were on about to start, re read it, I assume, you have a rail fitted to supports at each end, one end keeps going down, I assume that you have locking bolts at each leg, You could try taking the slipping bolt out, and filing the end flat, that way as you turn it in, it will dig into the support tube, and lock it.
