Do you mean that you can't even use the reset button?
It could be an overheating isue.
Make sure that all fans are spinning freely and that there is no dust accumulation on the heatsinks.
Also check your video card. It's another importent heat source.
Make sure that air can flow freely in the computer's case.
Another possibility would be "dirty" power.
Surge protector get wornout after some time: They have a peak dicipation capacity AND a total dicipation capacity. Get a new one.
