How can I fix my HDD & DVD/Video cassette recorder?

Help please! It's a TOSHIBA RD-XV47KB. The tape does not fully load. I cleaned the tape path and drum. The drum does not spin although is free to move. The DVD spins during the tape loading although not activated.
