How can I fix my Ignis washing machine. it does nt start?

I 've an Ignis Bella washing Machine model no. B601 .
It does not start. Upon opening the top cover I found some spare part, appears to be a capacitor/surge protector broken. The part no is F3CF72102L 01u(X1) + 2x 0.027u (Y2) 250v 50/60 Hz 16A/40 dgrees HMF
