Radiator or towel warmer?

Have to replace bathroom radiator but getting conflicting advice about whether a water heated towel warmer on its own would be sufficient. Have small single radiator at present with one rail attached but not hot enough to heat bathroom. Also being told that stainless steel much more effective than chrome or white painted.

I replaced our small radiator with a towel rail recently (6'x6' bathroom) and it is not as warm as the rad though the rail feels red hot,also the towels aren't really that warm to the touch,they got hotter on the rad.They don't radiate the heat as well,remember rads are sized for heat output a rail is just for warming towels.But they look nice.
