hotpoint wfm 740 aquarius washer not getting hot?

Hotpoint wfm 740 washer does not always get hot on the 40c cycle and some of the other temperatures too, is it a thermostat faulty or the programmer.

the easiest thing to check as a diy job is check the leads to the heater element as you may have a bad connection
