I have similar problem with my Samsung 52 LCD, it is the bonding of the connections at the top and bottom of the screen. Over time these connections start to fail. In the past they were soldered but now they are bonded.
Sorry to say if it's the same problem as mine the only answer is a new screen.
The only way you can get this paid for is if you paid for the TV by credit (credit card ect). If this is the case you can get the credit company and retailer to pay. Under the 'Sales of Good Act 1979 section 75'. This states that the retailer and credit provider are jointly responsible if a product becomes faulty with 6 years from date of purchase. They are responsible for the repair or replacement costs. That said it not easy to get them to comply with the law. It will take about you about 3 - 4 months to get, normally the credit provider, to pay up. This could end with you having to threaten to put them into small claims court. They know the law but do not want to pay up. In the mean time you will have to pay for the repair.
