boiler flooded can it be fixed?

My heating has not been working since October 2011,no hot water either. Told by two plumbers that the ignition panel or bit that holds the flame is flooded because a tube was missing that removes the condensation(?).The water goes back into the machine and has flooded this compartment so won't ignate. Think that's whats wrong anyway. The company who installed the system don't want to know,have been quoted £1,400 to replace the boiler but as unemployed can't afford this. Is it possible to fix the flooded unit on the boiler (Ideal/icos HE18)?

i would drain the flooded heat exchanger
fit a condensate pipe
and see what happens
