baxi combi, my radiators are on all of the time all of a sudden?

the electric blew in our house and later on i noticed the rads in the house were on constantly.
I have a Baxi combi boiler only a year old and a boss bps242rf wireless thermostat and br1 receiver.
I turn off the thermostat and the central heating is still on. if i turn the switch on the boiler to water only , the heating goes off. once i turn it back to both C/H and water the rads come back on constantly.
I have tried resetting the thermo and receiver using the reset and learn functions and the receiver does react to the thermostat but doesn't control the rads.
On the receiver there are two lights, one on the top and one to the right side with what looks like a connection symbol. The light on the top is green and the one on the side is flashing orange when the thermostat is switched on, it then says orange. Is this correct?
i don't know what else to do.

if your boiler is only a year old it must be still under warranty surely?
ask the installer/baxi to come round & check it
you have nothing to lose
otherwise i would disconnect heating controls from boiler to see if that stops heating coming on
if heating stops then heating controls faulty
if heating stays on then internal fault inside boiler
