Having turned on my heating after the winter, my radiators downstairs do not heat up. The upstairs ones always heat up when the hot water comes on (winter or summer) due to the fact (i believe) that the hot water tank is in my loft.
I have bled the radiators, they are full of water and no air was in there .... HELP!

My boiler is firing up but my radiators are not heating and the hot water is cold. The Emerson works but heating s not and it's getting cold. What could be the problem?

sounds like your system needs balancing. your rads are heating up when water only is on due to a faulty diverter valve.
