My toilet is not filling with water so am unable to flush, it is a dual action system, press button. I cannot ge tht eop off to take a look

the dual action is for the flush only the filing is a seperate unit altogether in side the toilet. most times the flush button on the toilet needs to be unscrewed try it by hand if no luck then u need some grips and turn the whole button anti clockwise and it should loosen then the lid should just come off
