steam trapped in double glazed windows?

One large and two smaller plastic double glazed windows, have steam trapped, seals gone. Do I have to have them replaced?

yes they need replacing. the seal between the 2 glass pieces must be air tight, after time the seal will deteriorate and air with moisture will pass and enter the void causing condensation between the glass pieces.
