Luke warm radiators?

Hi all, all my radiators upstairs are piping hot while those downstairs are luke warm never hot. I removed them during the summer and drained them out in the garden then put them back but still no change. Can anyone offer any help as plumbers costs are very intimidating at the moment.

fact is heat rises so radiators higher should always be warmer. what u need to do is pull the white cap on the radiator valve and close it bit by bit. u need to do this to other rads to which are warmer then others. this will decrease the water flow and help increase the flow to the rads which are not to warm. its called balancing the rads.
