The file "t8expex.dll" IS NOT a legitimate operating system file. It often come with some doubtfull addon and useless tool bars.
Start Internet Explorer without extentions. Restart them one by one. If a needed or wanted extention demand this file, reinstall that extention.
If it's a useless extention, uninstall it.
In any case, do the following (cleanup and optimisation) :
Get Ccleaner (totaly free) and run it. It will find all reference to any missing file and will offer you to correct the problem. It can also find most error, and problems, and can do some serious and safe obsolete file cleaning. Let it correct any error it will find. Run it about once per season.
You may get some performance boost in the process.
Get Defraggler (also totaly free) and use it to defragment your drive(s). It can defragment a drive with about 1% free space and is much more effecient than the included offering.
Set a shedule to run it about once a week.
