Casual (2 minute) searching seems to point the finger at anti-virus and or anti-malware software becoming confused and making Interrupt Requests to the wrong place in memory - IRQL - Interrupt request level (erkel).
They suggest disabling all anti-virus and anti-malware software and then slowly adding one at a time until the problem comes back.
If you've recently added a new one than it might be that causing the problem.
Another article specifically blames MacAfee.
The (tcpip.sys) suggests that the problem was encountered in the TCP/IP driver but I doubt that that driver caused the issue - the whole Internet runs on TCP/IP protocols.
Disable your anti-virus/malware software and see what happens.
