I have a Kenmore series 70 heavy duty plus, and the washing machine agitates, fills with water, and drains, but will not spin. What part may be out?

Hi , I have the same mashine kenmore 70 serie model# 82371100. It acts the same, but it has difficulties with draining the water out and when is time to spin, sometimes I cud see that is moving very slow, and if i help turning, ti starts spinning. I've looked at the motor at the same time, and is spinning in full power, but the belt around it, seems not tight enough and it's not catching the speed. Obviously it needs a new belt. Does anybody knows how can I replace the belt, and, is it also a belt problem that is not draining out the water ?
