How to change type of file for photos?

My photo files were created using a program "Paint Shop Photo Album" and when I try to send them as an attachment in Outlook Express my recipients are unable to open them.
How can I change the type of file from "Paint Shop Photo Album" to something like Windows Paint?

You should use the editing software that you created the files with to save them as .jpg (Joint Photographic Experts Group) type files. That is the universal format for sending images around and everyone will have software capable of displaying them.
