First the water was working, but no soap was coming out. Now the soap is coming out and the water is not.

The pump motor assembly likely needs replaced. They sell for around $25.00 USD + S & H on eBay. (I'm not familiar with the model you mentioned, but, they all seem to be around this amount.)
