Websaver is usually bundled with some free programs. It is suggested that you check the programs installed recently. You should remove unknown programs once you find them on your PC.
Besides, you need to manage your browser extensions. If you find the websaver, you can disable and remove it completely.
If you can't still uninstall this adware program, please visit this manual removal guide at http://blog.doofix.com/easy-way-to-remove-ads-by-websaver-adware-virus/

Pick one and follow the instructions.

Next, install an antivirus like AVG, Avira or Avast (all have a free version available).
The default settings are OK: Dayly virus definition updates, weekly full system scan, background scanning.
Install Spybot Search & Destroy, free version also available.
Run it weekly. Use the "Immunisation" feature. This one can prevent some nasties from even attempting to install.

Finaly, some preventive advices:
When installing ANYTHING, carefully read each screen for any "Optional" or "Recomended" offerings. DECLINE them ALL! None are needed, most are totaly useless, and several are malicious.
NEVER EVER run as Administrator unless absolutely needed, like when installing new drivers.
If possible, don't use Internet explorer, prefer Chrome, Firefox or Opera.
Install the AdBlock and NoScript extensions.
