PCB or Base Assembly for faulty Dimplex X1s?

How do I know if its the PCB or the base assembly I need to fix the display and fan on my Dimplex X1s and would it be straight forward enough to do it myself?

If when you try to switch it on the red led's come on then the PCB is at fault. Without knowing how competent you are it's impossible to say how easy it is,suffice to say the glass has to be removed by removing the quadrant beads which are screwed from the back,the PCB is accessible and has 2 fixing screws from the back again
