how do i test my kaoyi transformer model no ktb-210a, there seems power to the 15 bulbs but none of them work.

There's very probably a break in the return path - for the power to work it has to flow out from the source - through the load (bulbs) and back to the source.

If you have power at the bulbs then the outward path is good - look to the return.
