domestic hot water on my Combi 80e is running at just warm?

when I turn my hot water on it takes a while to heat and then it remains just to say warm. My central heating is OK but takes longer that normal to get to full temperature Pressure is at 2.2 and all radiaters are heating up

sounds like it isnt going to full gas rate.could be the modureg on the gas valve or the pub
