If neither the Samsung TV remote nor the (programmed) Sony DVD remote will control your TV, it seems as if there's summat amiss with the TV.
To check the remotes aren't BOTH dead, you can to a crude check to see if the remote is transmitting SOMETHING or if it has died completely. get a digital camera (phone camera will do just fine) and use that to look at the business end of the remote when you press a button. You should see the IR LED flickering in the camera screen (Compare to a known good remote from something else).
I fit seems dead, you could check the batteries are seated properly, that here's no corrosion on the contacts.
Short of taking it apart there's not much else you can do.
Replacement remotes aren't too expensive - check EBay.
IF it's the TV, then that's another thing completely.
For the TV you may have luck getting replacement circuit board, but it depends on the model and availability of spares - and the exact diagnosis, of course!
