hot water makes a loud noise on my biasi 24s combi?

when the hot taps are turned on the Biasi 24s combi boiler it makes a loud gurgling noise and sometimes the water gets hot and sometimes not also downstairs rads are struggling to get hot could this be the diverter valve or the diaphragm ?

Sounds more like air in the appliance if its gurgling... Ensure the boiler is at 1bar of water pressure and all the rads are fully bled...

Otherwise I would suggest that possibly your pump is to blame.
