Radiator only getting hot on bottom half?

I have a Ideal HE24 boiler that works ok but we have a 6 foot high towel rail in an upstairs bathroom that only gets hot in the bottom half, I have bleed it but no air comes out or even any water. All the other radiators are ok. What do I do next?

Forget previous answer, the filling loop as it's called will either be near the boiler or sometimes in the airing cupboard,it is usually close to a pressure gauge so top up to 1-1.5 bar then vent the radiator after filling radiator re-check pressure

you need to back fill up that rad,, you need to get the pressure gage up bar 1.0, at the boiler, there should be a tap under your sink to turn up so you can refill that rad up to the top with water, if you find it, get some to keep a eye on the gage, and you turn the tap very slow , and when the arrow hits 1.0 bar, turn the tap off, and that rad will be hot all the way up. ps sorry about the spelling,
