From Thunderbird, you can export your address book. Export as CSV.
You can do the same from outlook.

From both, you can then Import the saved address book. Import from CSV.

"CSV" stand for Coma Separated Values. It's an universal format. It's the best, and often only, way to transfer that kind of data between different applications.

Outlook = Microsoft Outlook?

If so, these are two different products, so what are you talking about?
